ONE man is dead and another injured after a horror car accident in the Dandenong Ranges.

Police believe the driver lost control on Belgrave-Hallam Road in Belgrave and slammed into an embankment about 10.30pm on February 3.

The 28-year-old driver, of Belgrave, was not wearing a seatbelt and died at the scene, before paramedics could attend.

The 28-year-old passenger, who was wearing a seatbelt, was airlifted to hospital with serious injuries.

Leading Senior Constable Kate Hetherton said police were disappointed drivers continued to ignore road safety messages.

"The passenger was wearing a seatbelt and it did save his life."
